Who we are

The Enhanced Local Government Budget Monitoring System (ELGBMS) is operated by the Office of the Municipal Budget Officer of the Municipality of Gumaca. It records the municipality’s budget, the Obligation Requests (ObRs) raised against it, and the reports built from them.

What we collect

Visitors to the public pages (home page, News & Announcements, Disclosure and Download) are not asked for any personal information and do not need to sign in.

Why we use it

Only to carry out the municipality’s budget processing, monitoring and reporting, to control who may see or change a record, and to keep the system secure and auditable. We do not use it for marketing and we do not sell it.

Who sees it

Inside the system, access is limited by role: Budget Office staff, department staff for their own department, and officials who were given read-only access. Records are shared outside the municipality only where the law requires or allows it, for example with the Commission on Audit and other oversight bodies.

Published to the public. For transparency, the Office of the Municipal Budget Officer chooses which budget reports to publish — the Dashboard, the Appropriations register, posted Supplemental Budgets and the SAAO Statement — together with news, advisories and documents for download. Anyone can read and download these without signing in. They show amounts per office and account. They do not show payee or supplier names, ObR numbers or individual obligation records, and the General Continuing Fund is not published.

Cookies

After you sign in, the system uses only the cookies it needs to keep you signed in and to protect forms from forgery. Your light or dark theme choice is kept in your own browser. There is no advertising, analytics or third-party tracking, and the fonts are served from this site.

Sharing news posts

Each news post has Facebook, X, Viber and Email buttons. They are plain links: nothing is sent to those services unless you click one, and from then on that service’s own privacy policy applies. The public pages themselves load nothing from other websites.

How long we keep it

Financial records are kept for as long as the rules on government records and audit require. Account details are kept while the account is in use and are removed when the account is removed.

How we protect it

The connection is encrypted (HTTPS), every user has their own account and role, changes are written to an audit log, and the data is backed up regularly. Access to the server is restricted to authorised personnel.

Your rights

Under the Data Privacy Act you have the right to be informed, to access your personal data, to object, to correct it, to ask for it to be blocked or removed where it is no longer needed or lawful to keep it, to be indemnified for damages, and to complain to the National Privacy Commission. Records the law requires us to keep cannot be removed on request.

Contact

For any question or request about your personal data, contact the Data Protection Officer: the Data Protection Officer of the Municipality of Gumaca, through the Office of the Municipal Budget Officer.
